• Brownfields and Municipal Planning: NPCR Roundtable

    In December of 2014, New Partners for Community Revitalization (NPCR) convened to discuss their views on municipal planning and brownfields. The majority of participants expressed strong agreement on critical points and agreed upon three main recommendations:

    1. DEC’s Brownfield Cleanup Program (BCP) tax credits are an essential element to municipal revitalization and they should be targeted and made permanent.
    2. DEC’s Environmental Restoration Program (ERP) should be restored and refunded at a level commensurate with incentives for private developers.
    3. The proven benefits of the Department of State’s Brownfields Opportunity Areas (BOA) program need to be recognized and the program should be funded with important revisions.

    The consensus of the roundtable was that these three brownfield programs (the BCP, the ERP, and the BOA) are essential to municipal revitalization efforts and should be continued.
